The Somali Parliament approved on 25/07/2022 a period of 10 days and asked Prime Minister Hamse Abdi Barre to extend the period of his appointment to the cabinet, when the thirty days he was supposed to appoint the cabinet, but let's review it. The council took the longest time to be appointed in the history of Somalia.
AUN Hassan Abshir Farah, who became the second Prime Minister of the Interim Government, took the longest consultation period to establish a council of ministers. On 18 February 2002, Prime Minister Abshir established a council of ministers consisting of 31 ministries. The formation of the cabinet took about 100 days, instead of the 30 days required for the vote of confidence in the parliament.
Prime Minister Abshir created new ministries such as the Ministry of Women and Family Affairs, the Ministry of Wildlife Tourism, the Ministry of Local Government, the Ministry of Finance, the Ministry of Reconciliation and Dispute Resolution, the Ministry of Disability and Resettlement, the Ministry of Energy, the Ministry of Foreign Affairs and Refugee Affairs, the Ministry of Culture and Heritage, the Ministry of Reconstruction and Resettlement, the Ministry of the Environment and the Ministry of Constitution and Federation.
The creation of the ministry of constitution and federalism seemed to have been won by Puntland and the RRA forces in Baidoa, which he hoped could be won to fulfill their demand for the implementation of the federal system in the country. The RRA represented the Digil and Mirifle clans, who had been campaigning for the establishment of a federal government in Somalia since the 1940s and 1950s.
The tenure of the interim government was ending on August 13, 2003; therefore, Prime Minister Abshir and the Speaker of the Parliament Abdallah Deeraw Isaaq joined the conference organized by IGAD in Somalia held in Mbaghati, Kenya. Their participation in the meeting was a blow to President Abdiqasim who was angry at the meeting. Abshir and Abdallah Deeraw were removed from office by the Somali Parliament on August 10, 2003.
Abdiqasim extended the tenure of all the institutions of the interim government
and the parliament passed it to a new Prime Minister.
Former Prime Minister Hassan Abshir Farah died in Ankara on July 12 In 2020, he is 75 years old.
